How Lastmod finds it
The crawl recognises utility pages by their address and checks whether they carry a noindex tag.
What you do
Add a noindex robots tag to those pages, and do not also block them in robots.txt.
How the work is followed up
Lastmod looks for your change on the live page and closes the opportunity when the problem is gone. Clicks are followed as context, not as the proof.
