Baseline window

A baseline window is the period before a change that serves as the reference. The days after the change are compared with it to see whether anything moved.

Without a baseline you cannot say what a change did, only what the numbers were afterwards. Comparing with the period just before shows what was normal for that page.

The two periods are rarely equally long, so the fair comparison is daily averages: clicks per day before, clicks per day after.

In Lastmod

Lastmod uses the 28 days before you mark the task done. That day itself is left out. It compares average daily clicks before and after, so windows of different lengths can be compared.
