How Lastmod finds it
Lastmod combines your Search Console data with search-result data for the terms that fit your site.
What you do
Decide per term whether a new page or a section on an existing one fits, and write for the person searching.
How the work is followed up
A new page has no earlier clicks to compare with, so there is no before-and-after. Lastmod follows whether the page is published and found, and shows clicks later as context only.
